There have been allegations of doping since he first won the Tour de France in 1998. Even after his retirement, they wouldn't stop going after him. So, Armstrong decided that after over a decade of battling with the USADA, he will throw in the towel. That means he will lose his seven Tour de France titles and be banned from cycling for life.
