In an effort to clarify just what is acceptable behavior, the NCAA amended its bylaws in 2009 to allow universities to provide student-athletes with "fruits, nuts and bagels at any time."

However, the governing body didn't explicitly state that an institution was allowed to provide cream cheese with their bagels, and so violation-fearing universities were forced to deny their student-athletes the tasty spreed.

To remedy this culinary injustice, the NCAA's proposed bylaws for 2012 include a provision which would "permit a institution to provide bagel spreads (eg, butter, peanut butter, jelly, cream cheese) with bagels and provide it to student-athletes at any time."

The new bylaw won't be voted on until a board of director's meeting next year. So for now, sadly, college athletes will continue to eat their bagels dry.
